What is worth knowing about the CAO?
There are two collective labour agreements (Dutch: Collectieve Arbeidsovereenkomst, CAO) in force in the Dutch temporary labour market,
namely the ABU CAO and the NBBU CAO. The ABU (Dutch: Algemene Bond Uitzendondernemingen) and the NBBU (Dutch: Nederlandse Bond van
Bemiddelings- en Uitzendondernemingen) are associations of employment agencies in the Netherlands.
Each agency must apply the CAO of the association to which it belongs, so those affiliated to the ABU are subject to the ABU CAO, while those that are members of the NBBU are subject to the NBBU CAO. These days, it does not matter whether a temporary employment agency you work for is a member of the NBBU or the ABU, because under an agreement between the ABU, the NBBU and the trade unions FNV, CNV Vakmensen and De Unie, both the ABU Collective Labour Agreement and the NBBU Collective Labour Agreement have a unified content.
If an employment agency is not a member of the ABU and the NBBU, it is obliged to apply the CAO recognised as generally binding by the Minister for Labour and Social Policy (AVV CAO). This is a CAO that applies to all employees and employers in the industry concerned.

Jobxion Vakmensen B.V. is a member of the NBBU and meets the association’s strict quality requirements. The company undergoes various inspections every year to check that it complies with all the rules contained in its CAO.
The NBBU’s Collective Labour Agreement consists of more than 40 articles and contains arrangements that both employment agencies and temporary workers must comply with. The most important topics covered by the NBBU CAO relate to the salary, the phased work system and notice periods.
All employees, in their own interest, should familiarise themselves with the provisions of the Collective Labour Agreement that apply to them. This is
because the knowledge of provisions of the CAO will contribute to their legal awareness, which will ultimately help them to recognise possible unfair practices by employers.
